Stjepan Mitrov Ljubiša was born here, schoole…Spomen Dom "Stefan Mitrov Ljubiša" occupies the writer's birth house at Cara Dušana 13 inside the Budva Old Town. Stjepan Mitrov Ljubiša was born here, schooled at Budva's lower primary school in the 1830s, and went on to write the realist short-story collections "Pripovijesti crnogorske i primorske" and "Pričanja Vuka Dojčevića", drawing on Montenegrin and Primorje folk life. He served as deputy for Boka in the Dalmatian parliament and as a People's Party MP in Vienna, where he died in 1878.

The birth house was converted to a memorial museum and city archive in the 1980s and formally opened to the public in 1995 with a permanent exhibition on Ljubiša's life and cultural contribution. The programme adds rotating documentary and art exhibitions, the annual "Ljubišini dani" event and the "Mali format" group shows.
